			<content:encoded><![CDATA[<p>I guess the sex offender registries have been a sufficiently popular idea that states are continuing to create boutique criminal records databases. Baltimore, Maryland recently approved legislation that would <strong><a href="http://baltimorecity.gov/news/press/1007/100107%20Gun%20Offender%20Registry.pdf"target="_blank">create a public Gun Offenders Registry</a></strong>, requiring those convicted of gun related offenses register their name, address, and photograph with the police department. As yet, a Web database is not available. </p>
<p>California could become the first state to have a <strong><a href="http://www.mercurynews.com/politics/ci_7995420?nclick_check=1"target="_blank">Domestic Violence Offenders Registry</a></strong>.</p>
<p><strong><a href="http://pibuzz.com/2007/02/07/minnesota-joins-tennessee-creating-a-meth-makers-registry/"target="_blank">Minnesota,  Tennessee</a></strong> and <strong><a href="http://pibuzz.com/2007/06/24/illinois-meth-manufacturer-database-online/"target="_blank">Illinois</a></strong> have Methamphetamine Offenders Registries. <strong><a href="http://pibuzz.com/2006/08/25/this-week-in-public-records-california-iowa-utah-oregon-montana/"target="_blank">Montana</a></strong> includes convicted meth manufacturers in its Sexual and Violent Offender Registry. <a href="http://docapp8.doc.state.ok.us/servlet/page?_pageid=224,228&#038;_dad=portal30&#038;_schema=PORTAL30"target="_blank">Oklahoma lists the offenses</a> that require registration in its Sex and Violent Crime Offender Registry. <a href="http://www.legis.state.ga.us/legis/2007_08/sum/hb793.htm"target="_blank">Georgia</a>, Kansas <a href="http://www.lrc.ky.gov/RECORD/08RS/HB96.htm"target="_blank">Kentucky and </a> <a href="http://www.cga.ct.gov/asp/cgabillstatus/cgabillstatus.asp?selBillType=Bill&#038;bill_num=708&#038;which_year=2007&#038;SUBMIT1.x=13&#038;SUBMIT1.y=11&#038;SUBMIT1=Normal"target="_blank">Connecticut</a> briefly considered adding a violent offender registry to their roster of convicted criminal databases. Similar legislation is still alive in  <strong><a href="http://www.capitol.hawaii.gov/session2008/Bills/SB2337_.htm"target="_blank">Hawaii</a></strong>.</p>

The Illinois State Police maintains the <strong><a href="http://www.isp.state.il.us/cmvo/"target="_blank">Child Murderer and Violent Offender Against Youth Registry</a></strong>. </p>
<p>The flush of interest in drug dealer registration faded in Maine, New Mexico and Illinois last year, but is still alive in <a href="http://assembly.state.ny.us/leg/?bn=A08824"target="_blank"><strong>New York</strong>. <a href="http://www.dwiresourcecenter.org/datacenter/namenshame/shame.shtml"target="_blank">New Mexico has a DWI Offender Database.</a> </p>
<p>Find out if a Michigan drivers license is valid or has been suspended or revoked by searching the <a href="https://services.sos.state.mi.us/RepeatOffender/Inquiry.aspx"target="_blank">Repeat Offender Inquiry</a>. </p>
<p>And, on the meth makers theme, the <strong><a href="http://www.usdoj.gov/dea/seizures/index.html"target="_blank">DEA National Clandestine Laboratory Register</a></strong>, &#8220;contains addresses of some locations where law enforcement agencies reported they found chemicals or other items that indicated the presence of either clandestine drug laboratories or dumpsites.&#8221;</p>

Don&#8217;t confuse these rosters with the state telephone directories, which list key individuals in state government and their departments. Rosters provide names of elected and appointed officials and associated agency, with street addresses, email addresses and Web sites. Save this to your computer or print it out so you&#8217;ll know to whom to direct your public records requests.</p>
<p>The California Secretary of State describes <strong><a href="http://www.ss.ca.gov/executive/ca_roster/index.htm"target="_blank">the California Roster</a></strong>, which is online, for each of the past 5 years.</p>

The California Roster, also known as the Roster of Public Officials, is a listing of California’s public officeholders, including our United States government officials, the Constitutional officers, members of the State Senate and Assembly, the Judicial branch, county officials, and Incorporated city and town officials.</p>
<p>It also includes a history of California’s office holders, descriptions of the state emblems, a listing of all state agencies, departments, boards and commissions, a listing of the unincorporated areas, and information on the state officials for each state in the nation.</p>

<p>The current <strong><a href="http://www.sos.mo.gov/MOroster/2005-06_Missouri_Roster.pdf"target="_blank">Missouri Roster</a></strong> details every executive, legislative and judicial office holder, as well as each county commissioner and department director. </p>
<p>Some counties also publish a Roster, which, like this one produced by the <strong><a href="http://www.sdcounty.ca.gov/voters/Eng/reports/pubofficials.pdf"target="_blank">San Diego County</a></strong> Registrar of Voters, contain the same information down to the city level.</p>
<p>The <strong><a href="http://www.legis.state.ia.us/Roster/Roster.pdf"target="_blank">Iowa Roster</a></strong> is located at the legislative site.

<p>The <strong>Rhode Island</strong> Department of Administration Web site has the <strong><a href="http://www.muni-info.state.ri.us/publications/"target="_blank">Directory of City and Town Officials</a></strong>, along with many other government publications. So you may have to search various government Web sites to find where a Roster is housed.</p>
<p>There are also 50 state directories of single agency types. <strong>Montana</strong> has a Roster of <strong><a href="http://mt.gov/liv/animalhealth/diseases/links/State_Officials_Roster.pdf"target="_blank">State Livestock Health Officials</a></strong>. </p>
<p>Suddenly, government directories have become more intriguing. </p>

Search by filer name, filing date, position or department name. <p>The Statement of Economic Interests, California Fair Political Practices Form 700, is  filed each year with the government official&#8217;s home county, or with the state <a href="http://www.fppc.ca.gov/index.html?id=227"target="_blank">Fair Political Practices Commission</a> for state elected officers, legislators, judges and court commissioners, and members of the state boards and commissions.</p>
<p>The San Bernardino County filings begin with 2006; the home addresses are redacted from the forms.

<p>Maryland law now allows people arrested but not charged to <a href="http://mlis.state.md.us/2007rs/billfile/HB0010.htm"target="_blank"><strong>expunge their police records</strong></a>.</p>
<p>The Nevada Senate is considering <strong><a href="http://www.leg.state.nv.us/74th/bills/Amendments/A_AB600_549.pdf"target="_blank">AB600</a></strong>, which has passed the Assembly, a bill that will allow people to redact their personal identifying information from public records which they previously filed. The last 4 digits of the Social Security number are not personal information and will be allowed on public records. The 4 number identifier will be required on judgments.

<p>Even though federal law makes certain student records confidential that does not prevent the public release of redacted student disciplinary records, according to a <strong><a href="http://www.rcfp.org/news/2007/0509-foi-newspa.html"target="_blank">decision by the Montana Supreme Court</a></strong>.</p>

Search by partial name, city, county, address or physical coordinates to retrieve a list of offenders. Select a profile, then click on the mapping symbol. Expand the view to include registrants within a 1, 3 or 5 mile radius. Hover over the icon to view the other nearby registrants&#8217; photos and addresses. Then request email notification whenever a sex offender is registered at an address within that radius. The search function also covers sex offenders who are incarcerated.</p>
<p>Montana driving record histories and vehicle license information can now be obtained from the <a href="http://mt.gov/"target="_blank">State of Montana</a> Web site. Both are only available with with an account, subject to a permissible reason, outlined in the <strong><a href="https://app.mt.gov/registered/Restricted_Use_Agreement_2007.pdf"target="_blank">subscriber agreement</a></strong>.</p>

The easiest way to plot a parcel is to search by the owner name, address or parcel number from <a href="http://www.dot.co.pima.az.us/gis/maps/landbase/parsrch.htm"target="_blank">this page</a>. Then select the link, &#8220;zoom to parcel&#8221;, which highlights the parcel on the map. Select &#8220;detail information&#8221; to link directly to permit history for that parcel and recorded documents.</p>
